Shelley Liu

Shelley Liu is an Assistant Professor in the Goldman School of Public Policy at UC Berkeley. She researches political violence and development in sub-Saharan Africa, focusing particularly on the relationship between citizens and the state during times of conflict and state fragility. Her recent and ongoing projects examine how governments develop the state after conflict, how citizens respond to such development policies, and how access to information mediates the relationship between citizens and their government.
