Sean Luna McAdams

Senior Program Manager

Sean works on improving governance and community well-being through data-driven approaches in low- and middle-income countries.

Sean Luna McAdams is CEGA’s Conflict and Digital Development Senior Program Manager where he helps lead Data Science for Development, Financial Inclusion, Conflict, and Governance portfolios. He previously served as Project Manager of the Narratives Project at JustLabs, a human rights innovation hub. This work focused on how to use evidence-based approaches to build constituencies of support for human rights work globally. He received his PhD from Princeton University’s Politics Department in 2021.

His academic work considers the origins, development, and consequences of judicial empowerment in Latin America. He is an advocate of methodological pluralism and mixed-method research designs, and has implemented qualitative, statistical, and computational research designs in his own work. Before beginning his Ph.D., Sean studied the private funding of human rights advocacy and the future of the human rights movement as a researcher at Dejusticia, a Bogotá-based human rights advocacy organization/think tank. He completed his undergraduate studies at Brown University.

In his free time, he enjoys gardening, swimming, and cooking, particularly the recipes passed down by his maternal grandmother and mom—two formidable Peruvian chefs.
