Jeremy Horowitz
Deputy Program Manager
Jeremy is the Deputy Program Manager for Promoting Impact and Learning with Cost-Effectiveness Evidence (PILCEE), a multi-year initiative that aims to expand evidence generation and use at USAID. Prior to joining CEGA, Jeremy was a Senior Research Scientist at the National Opinion Research Center (NORC), where he led evaluations and research projects on civic engagement, migration, democratic backsliding, and related topics. He also spent several years as a faculty member in the Government Department at Dartmouth College, where he conducted research and taught courses on elections and policymaking in emerging democracies. He holds a PhD in political science from the University of California San Diego (UCSD), an MA from Johns Hopkins University, and a BA from Oberlin College.
