Elizabeth Brown
Staff Scientist
Liz Brown is a staff scientist at CEGA and a senior research fellow at 3ie. Liz leads development of CEGA’s Cost Transparency Initiative and research on the economic and financial cost of conventional aid programs and cash transfers in CEGA’s cash benchmarking portfolio. She launched CEGA’s Costing Community of Practice in early 2020 to advance best practice in cost evidence and coordinate a collective response to the challenges of producing high quality cost evidence in the international development field. Her interests include designing tools, models, experiments, and instruments to collect and analyze data and generate decision-relevant policy insights. Liz is a policy analyst with a PhD in Policy Analysis from the Pardee RAND Graduate School.
